In the field of scholarly communication, open publishing is possible in a number of ways, with university and higher education libraries as supporting infrastructure. We are talking about the so-called green way of archiving preprints in repositories, where libraries manage this kind of infrastructure. There are also the so-called gold and hybrid routes. In these cases, librarie advocate so-called "publish and read" (PAR) or "read and publish" (RAP) models, which, in addition to reading content, also contain provisions for open publishing.

Objective 3: Provide infrastructure for open science at UL

We will work together to provide infrastructure for open science at UL in the following areas:
- activating the Open Library Competence Centre for the needs of UL,
- cooperation in the provision of infrastructure for reading and open publication in scientific journals and monographs,
- cooperation in the establishment and implementation of research data management policies,
- cooperation and support for open educational resources,
- establishing and implementing the services of a Community Science Focal Point at the UL.

The provision of infrastructure for reading and open publication in scientific journals and scientific monographs includes the content to which researchers have access (articles in scientific journals, scientific monographs), the appropriate infrastructure for open publication (appropriate licensing agreements, systems for budgeting for open publication, operation of repositories, information advice on licensing issues in open publication, etc.), and specialised IT tools in the field of recording and analysing publications, in particular open publications. In this respect, we will support the development of an analytical tool for tracking open access publications, based on modern standards and tools for linking with data sources and on cooperation with other stakeholders in this field (ARRS, IZUM, MIZŠ, ESAC).

Objective 8: Play an active role in providing a national infrastructure for open science
The activities in the provision of a national infrastructure for open science will build on the integrative role of the CTK in the national research infrastructure environment and will be a meaningful follow-up to the existing activities in this field in the framework of the international scientific literature acquisition consortia, the DiRROS repository and the existing activities in the field of CTK information support for open science. We will develop the necessary competences, such as those of data librarians, open science information specialists, etc.
