Abstract

Since the early 2000s, university libraries have supported the movement for open access to scientific publications. During this initial phase, they focused mainly on promoting and managing open archives and raising awareness of open access among researchers and institutional governance. The extension of the movement to the entire scientific process has led university libraries to ask themselves what they can do in particular to help researchers manage their data. More than 88% of libraries belonging to an institution with an open science policy have been involved in defining and implementing this policy. The survey carried out for this study shows that a majority of them have diversified their range of services. But they are coming up against a shortage of both human resources and the technical and legal skills needed to support researchers in the specificities of their disciplinary field, to develop their documentary policy in favour of open content, to improve its visibility and to evaluate its use and impact. They can begin to find a solution by globally rethinking their role in supporting research, which includes services other than those linked to open science (interlibrary loans, depositing and registering theses, digital resources, etc.). Above all, however, they need to be able to rely on a firm political will and a clear institutional strategy, backed up by permanent resources. The latter will undoubtedly involve decompartmentalising the professions and creating synergies within training and discussion groups open to both librarians and researchers, joint research teams, service desks bringing together the skills of the various people involved and local publishing centres. Libraries, whether university or heritage libraries, are themselves considerable sources of data, particularly for researchers in the humanities and social sciences.
