Abstract

The analysis of the evaluation of the practice and progress of the Open Access to Scientific Publications and Data Guidelines approved by the Resolution of the Lithuanian Council of Science (LSC) No VIII-2 of 29 February 2016 was conducted on behalf of the Lithuanian Council of Science (LSC) and is based on the survey data collected by the LSC from the institutions and project managers on the Open Access practice and dissemination of project results and data management. It is also based on a review of European Union and UNESCO open science policy documents and examples of good practice from nine European countries, presented under three headings. In one case, open science policies in Germany, Bulgaria and Poland are presented from a centralisation perspective, with examples of decentralised, centralised and balanced policies. The other shows the open science policies of UKRI, the umbrella organisation of the UK's research and innovation councils, and the Norwegian Research Council. The third strand selects examples of good practice in four countries in developing the competences needed to implement open science: the Netherlands, Germany, Finland and France. This review is complemented by a discussion on the training of science data management professionals and the monitoring of open access to scientific publications and data in the European Union, and a proposal for the use of open science indicators as a tool for assessing research performance.
