Abstract
from the introduction: "Summary (Executive Summary) The aim of this action plan is to show Swiss universities ways and solutions to achieve the goals they have set themselves by adopting the national Open Access strategy for Switzerland [1]. In concrete terms, this means moving from the current situation (2015), in which 30% of the 33,600 publications of Swiss universities are published as OA - 16% as Green OA (or self-archiving), 11% as Gold OA, and 3% according to a hybrid model [2] - to a situation corresponding to the 2024 vision, according to which 100% of the publications of Swiss universities must be OA. The proposed approach combines three ways to increase the proportion of OA publications by universities: - encourage researchers to deposit their publications in institutional repositories or on thematic servers (self-archiving or Green Road) - encourage researchers to publish the results of their research in OA journals (Gold Road), and - negotiate licensing agreements with publishers that cover both access to journals and the possibility for researchers from Swiss universities to publish their work OA in journals of these publishers (offsetting, variant without "double dipping" of Hybrid OA)."
