Política sobre Acesso Aberto a Publicações Científicas resultantes de Projetos de I&D Financiados pela FCT

Abstract

The Foundation for Science and Technology, I.P. (FCT) adopted in 2014 the Policy on Open Access to Scientific Publications resulting from R&D Projects Funded by FCT. The experience resulting from its application, the very significant developments seen in the treatment of open access by institutions of which Portugal is a part, such as UNESCO or the European Union, and the growing awareness of the benefits of open access publishing, as a way of disseminating access to knowledge and as an imperative resulting from public funding of research, require a profound review of the Policy adopted in 2014. The contours of this review are also dictated by FCT's adherence to Plan S, promoted by cOAlition S, and supported by Science Europe. With this adherence, FCT has linked itself to the objectives of this initiative, which are to ensure that all publications resulting from research financed by institutions participating in this initiative are published in open access journals or platforms, or made available through repositories of open access without embargo. This requirement is also imposed by national legislation, namely by Resolution of the Council of Ministers nº 21/2016.
