The Luxembourg National Research Fund and ChronosHub: Lessons learned from implementing an Open Access Management platform

Abstract

The Luxembourg National Research Fund (FNR) introduced an open access policy in 2017 to ensure that all publications resulting from its funding are freely accessible. To support this, the FNR established an open access fund to cover Article Processing Charges (APC). However, the manual collection and verification of data for payment requests created administrative burdens for both grantees and administrators. In 2020, FNR and the Luxembourg National Library (BnL) collaborated with ChronosHub, an open access management platform, to address these challenges. After a successful pilot phase, the collaboration transitioned into long-term operation, streamlining open access management at a national level and involving all research institutions in the country. The ChronosHub platform enables authors to perform compliance checks and automates data ingestion, funding eligibility checks, APC payments, and reporting. This streamlined process has increased the number of authors benefiting from funded APCs. However, there are still challenges, particularly for APCs exceeding FNR's funding cap, as institutions are required to cover a portion of the costs manually.
